Staff Review of Environmental Qualification of Equipment for Palo Verde.

Dear Mr. Knighton:

Our comments regarding the referenced letter were discussed in a

telephone conversation with E. A. Licitra, B. LaGrange and H. Garg of the NRC staff on October 31, 1983.

The following agreements were reached:

1.

Page B 16, items 3:

states PVNGS is required to provide interim operation justification for any safety related mechanical equipment which is not qualified prior to fuel load.

After describing the APS mechanical equipment qualification program and explaining that it is expected to be completed by June,

1984, NRC suggested that if our program were complete prior to full power operation, it would be acceptable to not provide interim operation justifications.

Ho~ever, any equipment not qualified prior to full power operation, would still require interim operation justification.

APS agreed to include completion schedules for all safety related mechanical equipment, along with the additional information requested in the

letter, in the PVNGS mechanical equipment qualification program submittal.

This submittal is scheduled to be provided to NRC by November 21, 1983.

Page B-16, item 2:

Three items are listed as selection for audit from our mechanical equipment program.

It was agreed by NRC and APS that these packages would be sent to NRC on the PVNGS docket for NRC review.

We expect to have these packages ready for audit by January 1, 1984, at which time they will be provided for NRC review.

Pages B-18 through B-20:

Qualification work which was shown to be incomplete in our Environmental

+alification

Report, is listed.

APS will provide an updated status of this equipment along with interim operation justifications for any equipment not qualified prior to fuel load.

Pages B-21 and B-22:

Equipment which is qualified but for which no surveillance program has been implemented, to NRC's knowledge, is listed.

APS understands that when the surveillance program has been accepted by NRC, that these items will be deleted from this list.

Page B-9, item 5:

Three items are listed for whicn NRC requested a

detailed surveillance program be submitted.

APS asked for additional clarification as to which Reliance Motor (sub-item 2) the NRC would like information on.

NRC suggested that APS select the specific motor application to submit.
