SUBJECT:

Post-LOCA Containment Sump PURPOSE:

Appeal NRC interpretation of SRP 6.5.2 0.

KEY DECISIONS Item Decision 1.A NRC agreed to accept C-E s generic design of the Iodine Removal System (IRS) as long as that design retains the capability for refill of the Spray Chemical Storage Tank over the course of the postulated accident.

1.

'DISCUSSION A.

C-E directed NRC s attention to how the current IRS design meets the specific and implied requirements and guidance of SRP 6.5.2.

The hydrazine (N H4) system has a long-term partition coefficient of greater than 5,000.

That partition coefficient is independent of pH and is sufficient to guarantee an offsite dose, which meets 10CFR100.

NRC accepted this argument and agreed to'close the item in the CESSAR docket.

B.

The NRC requested the following additional information regarding the PVNGS specific design:

(1)

How does PVNGS assure N H4 refill capability?

(2)

What indicators (dose rate, elapsed time, etc.) will be available to direct operator to reinitiate spray?

(Bechtel Action)

C.

The NRC will revise PVNGS SER comments regarding Section 6.5.2 following approval of the additional information discussed in 1.B.

2.

ACTION ITEM SU%DRY Item 1B Responsibility APS Bechtel X
