SUMMARY
OF MEETING WITH ARIZONA PUBLIC SERVICE ON THE DRAFT PALO VERDE PROCEDURES GENERATION PACKAGE On April'7, 1983, a meeting was held in Bethesda with representatives of Arizona Public Service (APS), at their request, to discuss the latest draft of the Palo Verde Procedures Generation Package (PGP).
A list of meeting attendees is enclosed.
The meeting was the latest in a series of discussions held over the past several months with the applicant.
All licensees and applicants are being encouraged to discuss their PGP development efforts with members of the Procedures and Systems Review Branch (PSRB) staff to ensure that any significant problems with PGP submittals are identified during their development.
Several days-prior to the meeting, a copy of the draft PGP was provided to me along with draft copies of several EOPs which served as examples.
At the meeting copies of the draft;PGP were distributed to meeting attendees.
The PGP was divided into:
o A plant-specific technical guideline, o
A plant-specific writer's guide consisting procedure for numbering and formatting all and a detailed writer's guide specifically Emergency Operating Procedures, of a general procedures, addressing o

A description of the method used to train the initial group of operators 'in'he use of Emergency and Recovery Operations Procedures.
After each section of the PGP was discussed by APS, the floor was opened for NRC staff comments/questions.
In general, the staff representatives were favorably impressed with the scope and content of the draft PGP.
Not only were all areas
- covered, but the quality of the documentation was excellent.
With one exception, only minor issues were identified by the staff.
The only significant concern was the apparent lack of attention to multiple failures in procedure validation.
The applicant indicated that this concern will be evaluated for possible inclusion in the submitted version of the PGP.
The staff committed to provide any additional comments on the PGP to APS within two weeks.
It is anticipated that formal submittal of the Palo Verde PGP will be made by June 1, 1983.
To assist the staff in evaluating its PGP review program, a small number of license applicants will be audited.
This audit will involve a desk review of the EOPs, control room walkthroughs and simulator exercises of selected EOPs.
The staff has requested that Palo Verde participate as an audit plant because they wi~ll have one of the first submittals, because they have a
PGP which appears to meet the staff's information needs, and because Palo Verde has a plant-specific simulator.
It was emphasized that participation is voluntary, would take place after licensing and would be at no cost to the plant other than for the use of simulator time.
It was also pointed out that results, of the audit could provide useful information to Palo Verde on their EOPs.
APS representatives indicated that they will discuss the request with thei r management.
