Transmittal of CEN-227, Summary Report on the operability of Pressurizer Safety Valves in CE designed Plant

Dear Mr. Knighton:

The purpose of this letter is to provide you with Arizona Public Service Company's final response to the requirements of item II.D.1 of NUREG-0737 concerning the PWR Safety and Relief Valve Test Program.

The reference (1) letter described how APS participated in the CE Owners Group program that was initiated to evaluate the EPRI test results and apply those results to the utilities operating and constructing Combustion Engineering (CE) designed plants.

The CE Owners Group program was initiated in April, 1982, and com-pleted in December, 1982.

The approach that was applied by the CE Owners Group was to show that particular EPRI test were directly representative of plant-specific safety valve models and valve installations, and that acceptable valve operation

. was demonstrated.

Accordingly, CE report CEN-227, entitled, "Summary Report on the Operability of Pressurizer Safety Valves in CE Designed Plants",

was forwarded to the NRC by Mr. R.

W. Wells, Chairman of the CE Owners Group by Reference (2).

Arizona Public Service Company considers CEN-227 to provide the required information on safety valve operability for PVNGS.

CEN-227 provides two combinations of safety valve adjusting ring settings for PVNGS, demonstrated by the EPRI Test results, that result in satisfactory operation.

The ring settings described in CEN-227 for PVNGS with Dresser 31709NA safety valves are (-48, -20, 0) and (-48, -60, 0).

The ring settings used for the pressurizer safety valves at PVNGS are (-48, -60, 0).

Thus, APS concludes that the present ring settings will result in satisfactory safety valve operability.

This satisfies Arizona Public Service Company's responsibility to demonstrate safety valve operability in response to item II.D.1 of NUREG-0737.

Combustion Engineering performed an evaluation of the PVNGS safety valve discharge piping and support system for structural adequacy during safety valve actuation.

The hydraulic piping forces generated upon valve actua-tion were calculated by the RELAP5 computer code, which was benchmarked for this application in the EPRI Safety and Relief Valve Test Program.

These hydraulic forces were applied as input loadings to a dynamic struc-tural analysis of the discharge piping system.

The results of this analysis indicates that the feedback effects of the piping system will not adversely affect valve performance.

The calculated piping imposed loading on the safety valves are below those 1'oadings tested in the EPRI program and under which the valves operated satisfactorily.

Attached is at copy of the PVNGS Pressurizer Safety Valve Discharge Piping Evaluation Report prepared by Combustion Engineering.

Based on the results of this evaluation it is concluded that the PVNGS Safety Valve 'piping and supports are adequate for the presently calculated hydraulic loads.

This satisfies Arizona Public Service Company's responsibility to demonstrate adequacy of the PVNGS Safety Valve Piping and Supports.
