Summary of October 20, 1982 meeting on Pipe Whip Restraints, E. A. Licitra, Project Manager, Division of Licensing, NRC, dated November 18, 1982.
Dear Mr. Knighton:
A meeting was held on October 20, 1982 in Bethesda, Maryland to discuss the removal of pipe whip restraints.
During that meeting, the staff encouraged us to provide additional information with respect to potential reduction in occupational radiation exposure and costs if the restraints in the RCS Loops were eliminated and information which clearly indicates that leaks can be detected before they could result in a pipe break.
We intend to supply the information sought by the NRC staff.
During the discussion, results of fracture mechanics analyses performed with nominal material properties were presented in substantiation of "leak before break".
The staff expressed concern about the use of nominal material data in the analysis.
We agreed to examine the possibility of repeating the analysis using signifi-cantly degraded material properties in order to demonstrate that the conclu-sions are valid for materials having properties significantly lower than the validity of leak before break.
We will provide the following information to the staff by March 31, 1983.

An estimate of the potential reduction in cost and occupational radiation exposure if the restraints are eliminated.
A tabulation of the break locations for which pipe whip restraints'are currently employed and whose elimination is desired, including a detail of the geometry and materials.
A detailed description of the support system including material fabrication, installation and design margin.
A summary of fracture mechanics analyses in support of leak before break, including analyses using significantly degraded material properties.

We believe that this information, together with the results of the probabilistic analysis being performed by Lawrence Livermore Laboratories will provide a sufficient technical and benefit basis to assist the staff in evaluating the elimination of pipe whip restraints.
