This is to inform you of the intention of the Nuclear Regulatory Com-mission's Office of Inspection and Enforcement to forward routinely to the appropriate State Public Utility Regulatory Group and State Attorney General Offices, copies of all escalated enforcement correspondence which have been sent by the NRC to facility licensees in the respective state.

This action is in accordance with the recommendations of the General Accounting Office in the GAO Report to the Congress 'entitled "Higher Penalties Coul'd Deter Violations of Nuclear Regulations" (EMD-79-9',

February 16, 1979),

and is to assure that State Public Utility Regulatory Groups have information concerning enforcement actions that may be relevant to matters under their jurisdiction.

Such correspondence will include notices of proposed imposition of civil monetary penalties, orders imposing civil monetary penalties, and other Orders issued by the NRC Office of Inspection and Enforcement.

Copies of the correspondence will also be sent concurrently to the Office of the Attorney General in the respective state(s).
