Darrell G. Eisenhut, Director, Division of Licensing, NRR RE(VEST FOR IE REVIEW OF TORREY PINES IDVP REPORT ON PALO VERDE, UNITS 1, 2 AttD 3 Ne request your review of the Torrey Pines final report on the Independent guality Assurance Evaluation of Palo Verde, Units 1, 2 and 3.

The Torrey Pines evaluation of Palo Verde was performed at the request of Arizona Public Service Company.

The applicant informed the staff of its intent to obtain Torrey Pines Technology for this purpose at a meeting held on tray 24, 1982.

The proposed scope of the Palo Verde evaluation was" presented by Torry Pines to NRR, IE and Region V representatives at a subsequent meeting held on June 29, 1982.

Following staff comments at the meeting, Torrey Pines subsequently revised the review scope, by letter dated July 14, 1982, to include the core protection calculator and the auxiliary feedwater

system, as recommended by the staff.

)le then approved the-revised scope by 'letter dated July 19, 1982.

The scope of the Torrey Pines evaluation includes the following five tasks.

Task A - APS Hanagement Organization Task B - Hanagement Policies Toward gA Task C - gA.Program Implementation Task D - Design Process Procedures and Controls (includes the review o'f 15 selected features, e.g.,

core protection calculator)

Task E - Construction Verification Whenever during the course of the evaluation a question was raised by Torrey Pines which was perceived as a deviation, a potential finding report was prepared and sent to the applicant for comment.

After revie>ving the comments

received, Torrey Pines then categorized the 87 potential findings resulting from the evaluation as follows:

James H. Taylor After completion of the evaluation, Torrey Pines submitted a report on the results simultaneously to NRC and the applicant, by letter dated November 19, 1982.

The report consists of the following three Volumes.

Volume 1 - Executive Suomtary Volume 2 - Program Results Volume 3 - Potential Finding Reports (Books ) and 2)

Volume 3 of the report includes all 87 potential findings, the applicant's comments on the findings, and the additional evaluation by Torrey Pines following receipt of the comments.

In the November 19, 1982 transmittal letter, the applicant states that the 17 findings will be processed and dispositioned under established procedures, and that the 41 observations will be evaluated and appropriately disposjtioned in accordance with its gA program.

Several copies of the Torrey Pines report were distributed to IE (DEP/EPLB) and to Region V in December 1982.

Additional copies of the report are available if necessary to perform your review.

It has been staff practice to have a

meeting with the applicant at which a senior representative of the company which performed the IDVP presents its findings,and conclusions.

The projected date for construction completion of Palo Verde Unit 1 is August 1983 and the Commission decision date for a full power license is July 1983.

Your evaluation of the Torrey Pines IDVP report on Palo Verde for inclusion into an SER supplement would be required by June 1, 1983.
