George H. Knighton, Chief, Licensing Branch No. 3, DL E. A. Licitra, Project Hanager, Licensing Branch No. 3, DL DAILY HIGHLIGHT ASLB Decisions on Palo Verde Units 1

2 and 3

On D'ecember 30, 1982, the Licensing Board on Palo Verde issued two decisions as follows.

A favorable Initial Decision was issued on all matter s in controversy during the hearing.

All findings of fact and conclusions of law in the decision apply to all three Palo Verde Units.

However, the hearing record was reopened for Units 2 and 3 due to the Board's second decision discussed below.

The Board's second decision ruled on a late petition (filed after the hearing record was closed) by the I(est Valley 'Agricultural Protection Council concerning the effects of salt deposition Pi om cooling tower drift on agricultural products.

The Board considers the4 salt deposition issue(,'o be both a signfficant and a serious environmental issue and noted that the record on salt deposition is sparse.

As a result. the Board granted the petition and reopened the hearing record for Palo Verde, Units 2 and 3 for the specific limited purpose of considering the salt deposition issue.

The hearing record on Palo Verde Unit 1 remains closed and the Board Initial Decision (see above) authorizes the issuance of a full-term operating license for Unit l.

Both the applica'nt and the staff are currently evaluating what res)'onse, if any, should be filed regarding the Board's decisions.

The applicant's projected fuel load datesfor the three Units are 8/83, 8/84 and ll/85.
