Suranary of Meeting Regarding Program for Emergency Operating Procedures A meeting was held on June 8

1982, in Bethesda, Maryland, at the applicant's request to present its program for emergency operating procedures.

The presentation included a videotape of control room actions for a simulated event.

The meeting attendees are listed in the Enclosure.

The meeting is summarized as follows:

SUNIIRRY The applicant stated that itsobjectives for the emergency operating procedures program include (1) minimizing stress on the operators during an emergency, (2) a method to correctly diagnose an event (an event is defined as any reactor scram",whether initiated by the protective system or by operator action) while securing safety functions (e.g., reactivity control, containment integrity), and (3) selection of the appropriate event recovery procedure to return the plant to a stable condition.

The applicant plans to accomplish these objectives by'1) using a single pro-cedure to diagnose an event, (2) clearly defining the role of each control room operator during the event (includes the use of diagnostic charts for each operator),

and (3) using the results of the diagnostic evaluation to select the applicable event recovery procedure.

To demonstrate the above concept, the applicant showed a videotape of a simulated (loss of secondary coolant) event using the Palo Verde simula-tor.

The demonstration showed 'the actions of the operators and the control room supervisor following a reactor scram, using the emergency procedure to diagnose the event and to 'select the event recovery procedure.

During simulation, communication between the operators'nd the supervisor was maintained.

The applicant stated that its, procedures generation

package, which it expects to submit in August 1982, will be based on the above concept.

Currently there are nine event recovery pro'cedures identified in the program.

The applicant was interested >>in obtaining comments from the staff regarding its approach to emergency procedures.

Our initi'al reactions were (1) the use of well defined roles for the 'operators during an eve'nt was a desireable goal and (2) the program, as"prese'nted, did not 'include functional'ecovery procedures to deal with multiple, seque'nc'ial failures (the staff s review of the draft CE guidelines for 'emergen'cy procedure's has stressed thi's weak-ness).

We stated that we would provide a more complete set of c'omments after we have reviewed the procedures

'g'e'neration package to be submitted in August.
