Dear Mr. Tedesco:
The referenced SER stated the following Technical Specification requirements:
SER Section 4.2.2 Technical S ecification Re uirements The CEA symmetry test will be performed at the beginning of each cycle during startup physics testing.
4.2.3 Fuel assembly sipping will be conducted at the first refueling following the determi-ation that a significant number of fuel failures has occurred.
4.2.4 Visual examination of all four sides of randomly selected fuel assembles (ten to fifteen) will be performed during or fol-lowing each unit's refueling for the pur-pose of identifying gross problems.
The NRC will be notified in the event that major abnormalities are determined.

The requirements discussed above represent actions which we have committed to perform, but we'did not commit to incorporate these requirements in the'VNGS Technical Specifications.
None of these actions appear to meet the criteria of section 4 of ANSI/ANS 58.4-1979 "Criteria for Technical Specifications for Nuc-lear Power Stations", in that these'ctions are not relied upon'in the safety analysis and are not specifically required in Federal regulations.
Therefore, we do not intend to include these actions in the PVNGS Technical Specifications, and believe the'ER shoul be modified accordingly.
