Attached please find a copy of draft PVNGS Technical Specifications Section 6,
Administrative Controls, and various draft replacement and new pages for your review and inclusion into the PVNGS Technical Specifications.
These pages replace similar numbered pages in the February 5,
1982 submission to the NRC.
Additionally, PVNGS Operations requests that certain items list'ed in the PVNGS-SER be excluded for the Technical Specifications.
They are:
a.
Section 4.2.2 Performance of the CEA Symmetry Test at the beginning of each cycle during startup physics testing.
b.
Section 4.2.3 If the on-line fuel procedure of CESSAR Section 9.3.4 determines that a significant number of fuel failures has occured, conduct fuel assembly sipping at the next refueling.
c.
Section 4.2.4 Visual examination of all four sides of randomly selected fuel assem-blies (ten to fifteen) will be performed during or following each unit's refueling for the purposes of identifying gross problems.
The NRC will be notified in the event that major abnormalities are determined.
The three above requirements represent actions PVNGS has commited to do.
None of these actions meets the criteria of section 4 of ANSI/ANS 58.4-1979, "Criteria for Technical Specifications for Nuclear Power Stations", in that these actions are not relied upon in the safety analysis and are not specifi-cally required in 'federal regulations.
They should not be included in techni-cal specifications.
