Dear Mr. Tedesco:
Reference 1, Section 9.5.4.2 (pg. 9-47) states that "...the staff requires that internal corrosion protection for the fuel oil storage tanks be provided prior to fuel load."
The staff's position had been responded to by Reference 2 and had been further discussed at a meeting with your staff on December 8, 1981.
As discussed at that-meeting, APS is very concerned with the lack of long-term information regarding the reliability of coatings used for such service, especially in view of operating information which we believe indicates a lack of internal corrosion of diesel generator storage tanks in service in the desert climate of Arizona.

'PDR.'t the conclusion of the December 8, 1981 meeting, the NRC staff requested we provide additional information supporting the lack of internal corrosion problems of such tanks in our environment.
The following information is provided in support of this request.

A December 9, 1981 telecon with APS Fossil Plant Mechanical Design indicated that APS does not provide coatings for fossil plant diesel fuel storage tanks and that no problems with corrosion or moisture have occured.

A January 14, 1982 telecon with Luke Air Force Base (Storage and Maintenance group) indicated that. their underground diesel fuel storage tanks are not lined (the tanks have sumps that are checked annually) and they have never experienced a problem with corrosion or moisture.
- Also, some of these tanks have been in place since 1940.

A January 14, 1982 teleconwith the Phoenix representative of GATX Tank Erection Corporation, a division of General American Transportation Corporation of Los Angeles, California, indicated that they have erected underground diesel fuel storage tanks throughout the desert southwest and have never had problems with corrosion or moisture in their tanks.
As you know, the PVNGS diesel tank design includes a water collection sump and a water drain pipe to draw off water settled in the sum'p on a quarterly basis.
We believe that this tank design, periodic testing, and the above supporting information balanced against an unproven record of coatings in such service is sufficient such that the diesel storage tanks for PVNGS should not be coated.
