Dear Mr. Tedesco:
The design and construction of the PVNGS Emergency Operations Facility (EOF) was described in Reference (1).
The NRC's location and habitability criteria were subsequently modified as described in Reference (2).
Our EOF meets criterion 1 in Reference (2).
We intend to satisfy criterion 2 of Reference (2) by using the Palo Verde Inn as the location where our EOF personnel can meet with offsite officials when conditions are such that they are unable to reach the EOF.
The Tnn will be equipped with sufficient communications for consultation with the TSC and other emergency response organizations.
The Inn is nine miles from the site.
Please provide your concurrence by March 1, 1982.
