Dear Mr. Tedesco:
During the referenced
- meeting, an apparent misunderstanding of the functional responsibilities of the Palo Verde TSC and Mini-TSC was identified.
We would like to take this opportunity to further describe our intended functional assignments for these two facilities.
A TSC is being constructed onsite to fulfillthe functional responsibilities described in NUREG-0696.
The TSC is centrally located to serve each of the three Palo Verde units.
The Xunctions which will be performed in 'the TSC are as follows:
1.
Manage onsite emergency response 2.
Direct radiologic'al protection activities 3.
Direct emergency mechanical maintenance 4.
Direct emergency electrical maintenance 5.
Direct personnel accountability and site security 6.
Direct safety and hazards control

Provide chemistry technical support Since the central location of the TSC will"not provide face-to-face interaction with the control room within two minutes as specified in NUREG-0696, a Mini-TSC is being provided adjacent to the control room in each unit.
The Mini-TSC will function as an extension of the TSC to provide direct technical support to the control room personnel in the areas of:
l.
Engineering and technical analytical support 2.
Reactor analytical support 3.
Radiological analytical support While performing these functions in the Mini-TSC, the overall management and direction of onsite emergency response will continue to be performed under the direction of the TSC director.
