Dear Ms. Kerrigan:
The following information is provided as justification for the FSAR exceptions taken to Regulatory Guides 1.38, Revision 0 (March, 1973) and 1.38 Revision 2 (May, 1977) regarding allowable impuxity levels of tapes and adhesives.
Regulatory Position C.2c of Regulatory Guide 1.38 Revision 2 states:
"In lieu of this guideline,
- tapes, when used with austenitic stainless steel or nickel alloy materials, should not be compounded from or treated with chemical compounds containing elements in such quantities that harmful concentrations could be leaked or be released by breakdown of the compound under expected environmental conditions (e.g.,
by radiation)."
By this sentence, the guide allows alternate halogen and sulfer contents.
In this regard, ASME Section V (Nondestructive Examination) Article 6 (Liquid Penetrant Examination)
Paragraph T-644 (Control of Contaminants) states that a sulfer and chloride content of 1 per cent by weight is acceptable.
Therefore, based on this ASME acceptability, the exception to R.
G. 1.38 is justified.
