PVNGS FSAR QUALITY ASSURANCE DURING THE OPERATIONS PHASE Calibration standards used for calibrating measuring and test equipment (M&TE) shall have calibration ranges and accuracies so that.
M&TE and installed plant equipment can be calibrated and maintained within required tolerances.
The inaccuracy of the calibration standard shall contribute no more than one-third of the allowable M&TE tolerance.
- However, when the inaccuracy of the M&TE is less than one'third of the installed plant equipment tolerance, the requirement of one-third the tolerance between the calibration standard and the M&TE is not necessary (in which case the calibration 'standard accuracy need be as accurate or better than M&TE). Justification of the acceptability of calibration standards and M&TE that do not meet the above criteria shall be documented.
Calibration is performed against equipment certified to have known valid relationship to nationally recognized standards.
Where national standards do not exist, provisions are established to document the basis for calibration.
Special calibration and control measures are not required for devices when normal commercial practices provide 'adequate accuracy.
Administrative procedures shall include the requirement that whenever inspection,
- test, or measuring equipment is found to be out of calibration, the acceptability of all items or activities inspected,
- tested, or measured since the last check or documented calibration must be evaluated and this evalua-tion documented.

PVNGS FSAR QUALITY ASSURANCE DURING THE OPERATIONS PHASE audits. Responsibilities within APS for conducting these verification activities are described in section 17.2.10, Inspection.
The ISC Supervisor is responsible to the Mana'ger of Nuclear Operations through the Maintenance Superintendent for establishing and implementing administrative and technical procedures for control over calibrated tools and measuring and test equipment used by the PVNGS staff and other support groups within APS in activities affecting the quality of nuclear safety-related items.
Department Heads/Section Supervisors are responsible for assuring conformance to the program in applicable activities performed in their respective department/sections.
The Operations Quality Assurance Manager is responsible for assuring the effectiveness of the controls for the calibration of measuring and test equipment and installed plant equipment.
The implementing procedures provide for:
