This letter refers to the Inspection conducted by Mr. L. E. Vorderbrueggen on March 2-27,
- 1981, as documented in your letter of June 15, 1981, of activities authorized by the Nuclear Regulatory Commission (NRC) Construc-tion Permit Nos.
CPPR-141, 142 and 143.
During this Inspection, one (1) item of noncompliance was identified.
Our response to this item of noncompliance (Severity Level VI.Supplement II) is presented in the enclosed Attachment A.

0 ATTACHMENT A Docket No. 50-529 Construction Permit No.
142 Notice of Violation During an Inspection on March 6,
- 1981, and in accordance with Interim Enforcement Policy, 45 FR 66754 (October 7, 1980),
the following vio-lation was identified:
Appendix B of 10CFR50, Criterion V, states, in part:
"Activities affecting quality shall be prescribed by.
documented instructions, procedures or drawings of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures or drawings..."
Paragraph 5.10 of the engineer/constructor<'s Work Plan Procedure/Quality Control Instructions No. 101.0,
- entitled, "Welding Control", requires welders to place their identification symbol adjacent to the weld prior to ceasing work, for any reason, on that particular weld.
Contrary to the above requirement, pipe stop lugs associated with Unit 2 Hanger No. 13-SI-360-H-OAE had been completely welded to the pipe and the welders identification symbol had not been applied.
This is a Severity Level VI Violation (Supplement II) applicable to Docket No. 50-529 only.

Corrective Ste s Taken and Results Achieved Subsequent to the identification of the omission of the welder's identification symbol, appropriate personnel were contacted and the condition was corrected.
Research. has 'revealed that the WR-5 Form reflects that the visual imspection of the related pipe hanger (13-SI-360-H-OAE)'as approved by Field Englneering and Quality Control on April 6, 19'81.,
