PVNGS Units 1, 2 and 3 Safety Evaluation Report Input for the Auxiliary Feed-water System
Dear Mr. Tedesco:
Reference (A), Enclosure 1, stated a number of short term generic, additional short term, and long term generic recommendations.
These recommendations were addressed in Reference (B).
Subsequently, several of our responses were modified.
These modifications were conveyed to the NRC staff reviewer, by telephone, and are noted as sub-sequent conversations in Reference (C).
The modifications are hereby sub-mitted for your information goo j 5

Recommendation GS-6 AFW System Flow Path Verification
~Res onse When an AFW system flow train has been out of service to perform testing or maintenance, the flow path availability will be confirmed by:
1.
Implementing procedures that require an operator to determine that the AFW system valves are properly aligned and a second operator to independently verify and sign off on the procedure that the valves are properly aligned.
2.
PVNGS will adopt Technical Specifications to assure that prior to plant startup following a refueling shutdown or any cold shut-down 30 days or longer, a flow test will be performed to verify the normal flow path from the primary AFW system water source to the steam generators.
Recommendation 5.3.2 AFW Pump Endurance Test
~Res ones PVNGS will perform as part of the startup test requirements a 48 hour5.555556e-4 days
0.0133 hours
7.936508e-5 weeks
1.8264e-5 months
endurance test on the AFW system pumps.
Following the 48 hour5.555556e-4 days
0.0133 hours
7.936508e-5 weeks
1.8264e-5 months
pump run, the pumps will be shutdown and cooled down and then restarted and run for one hour.
Test acceptance criteria will include demonstrating that the pumps remain within design limits with respect to bearing/bearing oil temperatures and vibration and for the two (2) essential AFW system pumps that the pump room ambient conditions do not exceed environmental qualification limits for safety-related equipment in the room.
Recommendation 5.3.4 AFW System Availability During Periodic Surveillance Testing
~Res onse PVNGS will require local manual re-alignment of valves to conduct periodic test on one AFW system train and will have one remaining essential AFW train available for operation.
In addition, the startup'FW pump, which is provided with an emergency power source, will be available to supply auxiliary feed-water to the steam generators from the condensate storage tank.
The flow path used by the startup AFW pump is separate from the essential AFW pump flow paths.
Mr. R. L. Tedesco August 26, 1981 ANPP-1877O JMA/TFq Page 3
The reactor operator will be informed of the periodic test being per-formed on the AFW system train prior to the test, through a status list for equipment which is required to be tested by the standard Technical Specifications.
Through normal training and caution statements in the periodic testing procedure, the reactor operator will be aware that manual action is required should an AFAS be actuated during a periodic test of an AFW train.
The Auxiliary Feedwater System Technical Specification will be modified to incorporate the third AFW train.
Please contact me if you have any other questions on these matters.
I Very truly yours (JET W~L.
