SUBJECT:

SUMMARY

OF MEETING TO DISCUSS THE t1ECHANICAL DESIGN OF PALO VERDE On July 14-16, 1981 the staff met >~1th representatives of Bechtel and APS to discuss the draft SER pertaining to the mechanical design aspects of the Palo Verde balance-of-plant (BOP) design.

The draft SER was transmitted to APS by letter dated June 22, 1981.

APS agreed to submit draft documentation of the meeting (including responses to the staff's questions) by July 31, il,981.

All material needed by the staff to complete our SER will be formally submitted no later than August 31. 19&1.

During the course of the meeting, the following significant issues were discussed:

1)

APS agreed to use NRC criteria in determining pipe break locations for Class I piping; 2)

APS agreed to perform evaluations that demonstrate that worst case breaks in non-seismic Category I piping will not affect the ability of safety-related equipment or components from performing its function; 3) the procedures used to assure that CESSAR interface requirements are met twerp-; discussed and audited; 4) the use of two instead of five OBE occurrences in fatigue calculations was discussed.

s 5) the staff discussed with CE design stress exceeding 110% of design pressure used in the analysis of primary system components for non-ATNS events; 6) the stress analyses for the reactor coolant loop and its supports are not standardized; therefore, each plant referencing CESSAR must provide a summary of the analyses results.
