1981, as documented in your letter of May 1, 1981, of activities authorized by the Nuclear Regulatory Commission (NRC) Construction Permit Nos.

CPPR-141, 142 and 143.

During this Inspection, one (1) item of noncompliance was identified.

Our response to this item of noncompliance (Severity'Level'.VI Supplement II) is presented in the enclosed Attachment A.

ATTACHMENT A Docket No. 50-529 Construction Permit No.

142 Notice of Violation As a result of the Inspection conducted on March 24-27,

1981, and in accordance with the Interim Enforcement Policy, 45 PR 66754 (October 7, 1980), the following Violation was identified:

Appendix B of 10CFR50, Criterion V, as addressed in Paragraph 5.1 of the Quality Assurance Program in Appendix A to the PSAR, states, in part:

"Activities affecting quality shall be prescribed by documented instructions, procedures or drawings of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures or drawings..."

Specification 13-CM-320, Paragraph 15.3, requires that. when removing construction aids from structural steel, the permanent member shall not be damaged.

Contrary to the above requirement, two gouges, approximately g-inch (4") deep, were found to exist on the flange of Column Number 14 at the 100 foot elevation in Unit /f2 containment.

It appeared the gouges were formed during the removal of attachments.

This is a Severity Level VI Violation (Supplement II) and is applicable to Docket No. 50-529.

~Res ense The gouges discovered by NRC on the flange of Column Number 14 were caused by the removal of temporary attachments and is not in accordance with Construction Specification 13-CM-320, Revision 6.

Corrective Ste s Taken and Results Achieved A Nonconformance Report (NCR W-C-398) was issued on March 25, 1981 to assure the proper evaluation and repair of the noncompliance.

The gouges were repaired on May 22, 1981 in accordance with 13-CM-320 to meet the design requirements.

In addition, a reinspection of Unit I/2 containment was completed during the week of April 27, 1981.

No other gouges were found except those previously identified and documented on NCR W-C-389 and NCR W-C-398.

NCR W-C-389 was written on March 17, 1981 to correct a gouge in, Contain

//2 but, inadvertently, was not brought"to the'RC's attention during the '

Inspection.

Corrective Ste s That Have Been Taken to Avoid Further Noncom liances This condition was discussed in the Weekly General Superintendents'eeting on April 29, 1981, by the Project Field Quality Control Engineer with emphasis on the requirements of Specification 13-CM-320.

Xt has also been decided that temporary attachments, if they do not interfere with other work or operations of the plant, will be left in place.
