Subject:

Emergency Procedures and Train-ing for Station Blackout Events (Generic Letter No. 81-04)

The referenced letter requested an assessment of PVNGS existing or planned facility proce'dures and training programs with respect to station blackout.

The APS response to your request is as follows:

Operating, abnormal operating, alarm response, and emergency pro-cedures are discussed in PVNGS FSAR Section 13.5.2.1.

Station black-out is covered as 13.5.2.1.C.13.

The concerns of Items A through G

of, the-,reference,'will be addressed in FSAR 13.5.2.1 procedures.

Procedures required to cope with station blackout will be available for onsite NRC review prior to 60 days before fuel load.

Station blackout events will be addressed in the PVNGS licensed oper-ator training, and requalification programs, discussed in FSAR 13.2.1.1.1 and 13.2.2.1.
