Dear Sir:
We have reviewed the referenced letter.and its attached completeness criteria and have determined that we will meet only 2
( Items 11 and 12) of the 15 listed criteria by June, 1981.
We are currently in the stage of turning plant systems over to Startup.
In June, 1981, startup activities will be underway for the control boards, plant computer, and annunciators.
Development of the generic emergency procedure guidelines is proceeding through our participation in the CE Owners Group.
Development of the Palo Verde procedures using these guide-lines will not be completed this year.
APS has just completed a preliminary Palo Verde control room assessment and is currently preparing design changes to the control boards regarding recomended upgrades This preliminary assessment report will be avail-able for submittal in June, 1981.
Based on projected schedules, the 15 NRC completeness criteria should be met by October, 1982.
Therefore, we believe Palo Verde most appropriately falls into a Category 2 type of review as described by the referenced letter.

In order to identify areas of concern as early as possible, we have available a full scope simulation of the main control boards and several back panels.
The simulator is designed to be identical to the unit control boards.
We feel you can perform part of the CRDR on this facility in the near term.
The operator workspace evaluation and our report's checklist review and systems analysis results could be reviewed and verified.
We also have available the normal ascending and descending operating procedures.
This portion of the CRDR walkthrough could be exercised on the simulator.
