VOGTLE ELECTRIC GENERATING PLANT UNITS 3 AND 4 ISSUANCE OF AMENDMENTS RE: CHEMICAL ADDITION WITH REACTOR COOLANT PUMPS (CAC NO. RP9268)
Dear Mr. Whitley:
In response to your application dated May 31, 2017, (Agencywide Document Access and Management System(ADAMS) Accession Number ML17151A296), supplemented by the document dated November 16, 2017 (ADAMS Accession Number ML17321A010), the U.S.
Nuclear Regulatory Commission has granted enclosed Amendment Nos. 105 and 104 to Combined Licenses (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively.
The amendment authorizes changes to the Updated Final Safety Analysis Report in the form of departures from the Plant-Specific Design Control Document (DCD) Tier 2 information and involves changes to the VEGP Units 3 and 4 COL Appendix A, Technical Specifications.
The proposed changes revise plant-specific Tier 2 information concerning changes to the administrative controls for unborated water flow paths to the reactor coolant system to support chemical additions during periods when the reactor coolant pumps are not in operation. These proposed changes are reflected to COL Appendix A, Technical Specifications. These changes also correct inconsistencies in testing purpose, testing duration, and the ability to leave equipment in place following the data collection period. The amendment also revises the License Condition 2.D.(2)(a)(2) of the COLs.
B. Whitley A copy of the related Safety Evaluation, which includes the evaluation of the amendment, is also enclosed. The notice of issuance of the amendment included in this letter will be published in the Federal Register.
