Dear Mr. Eisenhut:
In the 'referenced letter, we provided you with our justification on why we felt the NRC projected fuel load date of Palo Verde Unit k'1 of May 1, 1983 was an unduly pessimistic projection.
We. indicated our understanding that this projection was based primarily on the opinion of Mr. William Lovelace that our projected cable pull rates of over 300,000 feet per month were not realistic as they had not been achieved previously in the industry.
We further stated that since Mr. Lovelace's,visit in October,
- 1980, we had achieved on Unit 81 an average pull rate in excess of 300,000 ft./month.
We can now report that during the month of February,
- 1981, we pulled 361,000 linear feet of cable for Unit 81 and during March, 1981, 334,000 linear feet.
We are confident we can maintain these cable pull rates during the next months when the task will be substantially completed.
It is evident from this record over the past five months that irrespective of prior experience at other projects, we have achieved and sustained cable pull rates equal to or better than we projected in October, 1980.
This record also demonstrates the invalidity of the primary assumption upon which NRC's projected fuel load date is based and puts the validity of the projected fuel load date in question.

Accordingly, we believe that the NRC's projected fuel load date for Palo Verde Unit 81 should be promptly reassessed.in order to assure that the purpose of the NRC's caseload forecast will be achieved.
We would, therefo're, like to request that you schedule another Caseload/
Forecast Planning Meeting with Arizona Public Servi,ce Company in the near future to re-evaluate your projected fuel load date of May, 1983.
