Dear Mr. Miraglia:

In the process of finalizing the design of the PVNGS Emergency Operations Facility (EOF),

we have been aware of the changing preliminary EOF siting criteria based on distance from the site.

The Emergency Operations Facility for Palo Verde Nuclear Generating Station has been designed as an underground structure.

The EOF will be the basement level of the Administration Annex Building (AA).

The EOF is 'designed and will be constructed using non-combustible UBC guide-lines.

The exterior walls will be one foot thick, 4,000 psi concrete and extend 15 feet below the ground surface.

The roof of the EOF (first floor of the AA) will be approximately 2 feet thick, 4,000 psi concrete.

The design dose rate for personnel within the EOF is such that the guidelines of GDC 19 will'not be exceeded during the course of the accident.

Radiation protection will be provided by HEPA and charcoal filters in the HVAC system and shielding from the concrete roof.

The required protection factor of 5 will be exceeded by many orders of magnitude.

Factors ranging from 350 to greater than 2000 have been calculated by several different methods and data f

Since this type of upgraded design has not been discussed in any documents available to us, we request NRC guidance that such a design is acceptable and that such a design does not therefore, require a backup facility.
