Dear Mr. Miraglia:
In the process of finalizing the design of the PVNGS Emergency Operations Facility (EOF),
we have been aware of the changing preliminary EOF siting criteria based on distance from the site.
APS has been proceeding with final design of an EOF located close to the site but incorporates habitability requirements upgraded to the same requirements for a TSC and which meets other presently known structural and protection criteria.
Since the type of upgraded design has not been discussed in any documents available to us, we request NRC guidance that such a design is acceptable and that such a design
- does, therefore, not require a backup facility.
Your attention to this matter is appreciated.
