Dear Mr. Eisenhut:
I would like to thank you for the opportunity to meet with you and your staff on January 22, 1981 in Bethesda to discuss the Palo Verde Review Schedule.
We were very encouraged to see that a preli minary schedule has been developed'for independent d=sign reviews for PVNGS and CESSAR-F and that portions of the review are underway.
- However, we were very concerned to note that the NRC has based our review schedule on an operating license issuance date of May, 1983, rather than November of 1982, which is our scheduled fuel load date.
We understand that the basis for the May, 1983 OL issuance date was based on the caseload forecase review performed by Mr. William Lovelace during his visit to PVNGS October 28 to 30, 1980.
We understand his primary con-cern was that our projected cable pull rates were, in his opinion, extremely optimistic as they had not been achieved previously in the industry.
Since Mr. Lovelace's visit, we have been achieving, on Unit 1, an average pull rate of 300,000 ft./month.

Based on these cable pull rates and other efforts we have undertaken, we still feel that the OL issuance date of November, 1982 is an achievable date and are looking forward to another visit from Mr. Lovelace at the end of the first quarter of 1981 as was agreed at the exit interview on October 30, 1980.
