The Arizona Public Service
- Company, Phoenix, Arizona, has applied to the U.S.
Nuclear Regulatory ComIission for an operating license for the Palo Verde Nuclear Generating Station, Units 1, 2, and 3.
We are preparing an environmental impact statement as part of our operating license review.
Based on our interpretation of Section 7(c) of the Endangered Species Act Amendments of 1978 (PL 95-632),
16 U.S.C. 51536(c),
and the fact that construction of the Palo Verde Plant began prior to November 10,
- 1978, initiation of a Secti'on 7(c) biological assessment is not required.
- However, to assure a thorough environmental
- review, we request that your office provide NRC with information concerning proposed or listed plant and/or animal species that may be present in the vicinity of the Palo Verde plant site or along the associated transmission corridors.
We anticipate that a draft environmental impact statement, which will assess only impacts of operation of the Palo Verde plant and associated transmission systems, will be available for public coIIment during July 1981.
The Palo Verde site is in Maricopa County, Arizona, roughly 15 miles west of
- Buckeye, and about 50 miles west of downtown Phoenix.
Approximately 3800 acres are enclosed by the site boundary.
Maps showing the plant site location and associated transmission lines are enclosed.
In addition, we also wish to invite your office to participate in our site visit to Palo Verde on January 27 and 28.
