Dear Dr. Denton:

Arizona Public Service Company (APS) anticipates the development of a transient and safety analysis capability.

The RETRAN computer code, which is being developed under the sponsorship of the Electric Power Research Institute (EPRI), is considered a major part of this develop-ment.

APS is a member of the Utility Group for Regulatory Application which is requesting a timely generic review of RETRAN by the NRC and issuance of a Safety Evaluation Report.

This generic review was re-quested in a letter to you dated October 22, 1979, from Stanley

Ragone, President of Virginia Electric and Power Company.

As a member of this

group, APS is committed to paying an equal share of the NRC cost to support the review.

APS plans to use RETRAN for analysis of reactor transients, to perform plant-specific best estimate analyses to supplement vendor generic

analyses, to evaluate and support plant operations, to support start-up testing of Palo Verde Nuclear Generating Station, and to support operator training programs.

The development of the RETRAN capability is currently anticipated to begin in early 1981 at APS.
