Dear Sir:

The.NRC was notified of a potentially reportable deficiency in the referenced telephone conversation. At that time, it was estimated that a determination of reportability would be made within thirty (30) days.

Due to the extensive investigation and evaluation required, an interim report is attached. It is now expected that this information will be finalized by November 21, 1980, at which time a complete re-port will be submitted.

INTERIH REPORT POTENTIAL REPORTABLE DEFICIENCY ARIZONA PUBLIC SERVICE COiiPANY (APS)

PVNGS UNITS //1, //2 AND 83 I. Potential Problem After Bechtel's receipt of the Callaway/Wolf Creek 10CFR 50.55(e) report concerning Corner & Lada Sway Struts, dated July 24, 1980, an inspection was initiated to re-view the Sizes 1, 2 and 3 sway struts delivered to the PVNGS jobsite. The following conditions have been identi-fied as potential deficiencies:

1. Loose bushings in Size 2 and 3 sway struts at, the pipe clamp end can result in the paddle becoming completely disengaged from the bushing, causing a 3/8" gap between paddle and pin.
2. Existence of a 3/8" gap between the paddle and pin during a seismic event, may result in piping and/or piping welds being over-stressed due to movement of the piping system.

II. A roach To and Status Of Pro osed Resolution The subject sway struts which have been received and/or installed are being located and identified by Bechtel Construction. The Corner & Lada Field Representative will meet with Bechtel Construction to review the sway struts and to agree upon the disposition of this condi-tion. The corrective action plan will be either repair or replace any deficient sway struts that are found following established Nonconformance Report (NCR) pro-cedures.

III. Pro ected Com letion of Corrective Action and Submittal Date of the Final Re ort The inspection results and NCR P-A-1038 disposition is forecast"to be completed by November 1, 1980.

The final report will be submitted November 21, 1980.
