Dear Mr. Eisenhut:
Your letter of July 2, 1980, Reference (A), requested that Arizona Public Service Company (APS) provide evacuation time estimates for the Palo Verde Nuclear Generating Station (PVNGS) by August 1, 1980.
As discussed in Reference (B), the Arizona State Emergency Plan will not be completed until the fall of 1980.
Until the Arizona State Emergency Plan is completed, it is not possible to provide meaningful evacuation time estimates
. It is our intention to submit the requested evacuation time estimates in December, 1980, along with our submittal of a revised PVNGS Emergency Plan.

Based upon a meeting between yourself and members of my staff on July 8, 1980, it is our understanding that the Office of Nuclear Reactor Regulation will concentrate its efforts in evacuation time studies on nuclear power facilities in moderate and high population density areas.
Considering the extremely low population density in the vicinity of PVNGS, we trust that our intention to submit evacuation time estimates in December, 1980 will not unduly affect your evaluation of evacuation times.
