Dear Mr.* Engelken:

The design and construction of PVNGS has been reviewed in regards to NRC ISE Bulletin No. 80-09, Hydramotor Actuator Deficiencies.

Our response to Items one and three are as follows:

1. NH-90 series actuators are utilized on guality Class g HVAC systems and are themselves Class g. These actuators were purchased by Honeywell (via HVAC subcontractor Waldinger) and Fisher Controls.
3. For the Honeywell purchased NH-95 actuators, the "selection nomograph" was not used for sizing of the springs. Instead, sizing was accomplished by providing damper operating torque requirements. Honeywell has reviewed the damper operating torque data and actuator size selection for adequacy. They determined that operating thrust of all NH-95 actuators pur-chased by Honeywell exceeded that required to operate the corresponding dampers.

Fisher Controls, having determined that a field adjustment of delivered units is necessary, is furnishing instructions to do so. Units not yet shipped will be adjusted by Fisher.

Honeywell confirmed with ITT General Controls that the springs they purchased were manufactured after the identification of the problem and are free of deficiencies. Fisher Controls evaluated the stroke length of the six actuators they are supplying. All six have a stroke length that precludes the problem of permanent set as described in the Bulletin.
