Dear Sir:

Reference A requests APS to revise the Emergency Plan for PVNGS by

June, 1980 to incorporate post-TMI revisions to emergency planning regulations.

In regard to this requirement, the Arizona State Emergency Plan is currently being formulated by the Arizona Division of Emergency Services and is scheduled for completion in the fall of 1980.

Therefore, the necessary interfaces between the PVNGS plan and the Arizona plan, as well as the coordination required between APS and offsite support agencies, cannot be adequately arranged by June, 1980.

The present incomplete nature of the Arizona state plan also prevents APS from being responsive to the requests of Reference B for estimates of evacuation times.

Based on discussions with the Arizona Division of Emergency Services, the governmental agency assigned lead responsibility for development of Arizona's comprehensive emergency radiological response

plan, we have concluded it is currently not possible to provide meaningful evacuation time estimates.

This conclusion is supported'by'he Division of Emergency Services, as described in their letter (Attachment 1) to our Mr. Leon Brown.

Based on the meeting of, March ll, 1980 to discuss the PVNGS review schedule, we propose to submit an upgraded PVNGS Emergency Plan addressing the Arizona State Emergency Plan in December, 1980.

Dear Hr. Brown:

Your request for information regarding evacuation times in accordance with the NRC request to construction permit applicants and licensees of plants under construction is indicative of a lack of coordination within the NRC and a lack of understanding concerning governmental emergency operations/

planning in general and evacuation planning in particular.

Evacuation times for a weil planned movement of the public out of harm's way cannot be even roughly estimated until the very constraints and special planning measures the iVRC apparently anticipates determining on the basis of evacuation

time, have been considered by the 'off-site response planners.

Planners who offer time estimates on any other basis are evacuation planners in name only.

Furthermore, the purposes for which evacuatioh time estimates will be used by the NRC as described ih the enclosure to their request are of questionable value to the emergency operation and to the planning process.

As I see it, we are expected to provide evacuation times to one element of the-NRC so that it will have available for state and,local government decision makers information affecting the evacuation decision which has been extrapolated from government plans reviewed by a second element of the agency.

Above all, the government decision makers (of which there vill be only one in Arizona) do not need information they have access to in

'heir own plans.

The dangers of prematurely providing evacuation time estimates through the licensee channel are obvious.

Any estimate provided the Office of Nuclear Reactor Regulation prior to completion of: the'vacuation plan will be inaccurate and inconsistent with estimates contained in the plan reviewed by FE'lA and the Office of State Programs.

The provisions of inaccurate inEormatlon can only lead to the confusion of decision makers who don' require even tIre most accurate estimates from I..he iVRC upon whiclr to b:rse evacuation decisions.
