Dear Sir:

This letter transmits Attachment A, Supplementary Information, concerning the conformance of the packaging and shipping of the diesel generators for the Palo Verde Nuclear Generating Station.

Our review of this matter and correspondence with the diesel generator supplier leads us to the concluyion that the packaging and shipment of these diesel generators are in compliance with the requirements of ANSI N45.2.2.

Arizona Public Service Company and Bechtel have rereviewed Cooper Energy Services'rocedure for packaging and shipping of the diesel generator to confirm their compliance with the requirements of ANSI N45.2.2 in regards to covering of and use of desiccants in the generator during shipment.

e ANSI N45.2.2, Paragraph 3.2.1 (4), requires that all Level B items be packaged with a barrier so that "water vapor....dust, dirt and other forms of contamination do not penetrate the package."

o ANSI N45.2.2, Paragraph 3.2.1 (6), requires that Level B items that can be damaged by condensation to pack-aged "with approved, desiccant....inside sealed water-proof barrier, ox'y an equivalent method (for example, see Paragraph 3.6.2)."

ANSI N45.2.2, Paragraph 3.6.2, describes such an equivalent method as a vapor barrier material which is sealable at the edges of the barrier.

We believe that the Cooper Energy Services'tandard SD-40-2N meets these requirements.

Paragraph 5.6 of the subject standard requires that generator openings be "....barrier sealed by using a MIL-B-131...barrier material, heat sealed with a waterproof cloth tape....to prevent exchange of atmos-It phere.

We believe this vapor barrier fulfills the requirement for an

alternate to the use of a desiccant as allowed by Paragraphs 3.2.1 (6) and 3.6.2.

Bechtel's Supplier Quality Representative has been instructed to assure that shipments of the diesel generators meet the requirements of Cooper Energy Services'tandard SD-40-2N.
