In reference to your I 8

E Bulletin No. 79-23, Potential Failure of Emergency Diesel Generator Field Exciter Transformer, we have reviewed the Palo Verde Nuclear Generating Station diesel =generator design and offer the following comments; 1.

The PVNGS diesel generator excitation current trans-former and potential transformer are not grounded, precluding the circulating current problems 'discussed in the Bulletin.

2.

The present startup schedule for PVNGS includes a 24-hour full load test for PVNGS Unit 1 prior to fuel load.
