OF CASELOAD FORECAST PANEL MEETING AND SITE VISIT

-'A meeting was held on April 25, 26, 1979 in Phoenix, Arizona with the

- applicant to discuss the status of construction for the facility.

A tour of the site was made on the after noon of April 25, 1979 to witness the status of construction.

The agenda for the meeting is shown on Enclosure 1 and the meeting attendees are listed in Enclosure 2.

The meeting is summarized as follows.

The applicant presented a brief'verview of the-project history, site layout, organization of utility management, plant operations crew and startup crew.

Bechtel, the architect-engineer and constructor, presented a brief summary of its organization in support of the facility.

The applicant also briefly discussed financial considerations and licensing milestones.

The applicant made a more detailed presentation on the project schedule.

For Unit 1, the current status of engineering is that specification awards are about 95 percent complete and drawings are about 92 percent complete.

Procurement status is that 54 percent of both piping and valves for Unit 1 have been" delivered.

Overall percent completion of Unit 1 construction is estimated at 37 percent.

The critical c'onstruction activities are (1) the availability of construction personnel (pipe fitter', welders and electricians),

(2) receipt of Class 1E electrical components, and (3) receipt of pipe hangers.

The preoperational testing program was also discussed.

Currently a detailed testing schedule is in prepar ationIand is expected to be ready by August 1979.

The'irst system will be ready to be turned over for testing in November 1980.

The testing schedule being developed will be based on a three shift operation'in order to meet the applicant's projected fuel load date of November 1981 for Unit l.

MAY IC lg79 At the exit interview held on April 26, 1979, w'e presented our current assessment of the fuel load date for Unit l.

Based on the status and pace of construction, and comparing these aspects with those of similar facilities which have been or are being constructed, ice projected

.that the most likely date for'nit 1 fuel loading ig December 1982.

We informed the applicant that we use our projected fuel load dates to (1) determine future manpower requirements, (2) determine when our review of an OL application should start, and (3) establish schedules and priorities for the review of OL applications.

Our current practice is to start an OL review about 23;:.to 3 years before our. projected fuel load date.

Therefore, the applicant's plans for submittal of an OL application about the end of 1979 are compatible with this practice.

Z We informed the applicant that OL review schedules are not established until after an application has been accepted for review.

In this regard we requested that, at the time the applicant submits its application for an OL, the applicant provide us with updated status information in the areas of procurement, construction and scheduling of preoperational t'esting.

We will use. this updated information to reassess our projected fuel load date for Unit 1 and thus assure that the schedule we develop will be compatible with this date.

The applicant agreed to provide the requested information at that time.

A meeting was held between NRR staff members.and representatives of the Arizona Public Service Company and their consultants to discuss the design basis groundwater level at all five Palo Verde units.

A list.of attendees is attached.

~k The construction-permits for Palo Verde 1,,2, and 3 contain a condition which states that the water storage reservoir and evaporati'on

'ponds cannot be constructed until an analysis,', that demonstrates acceptable groundwater levels, is,submitted and app'roved by the staff.

The Pala Verdell, 2, and 3

PSAR Amendment 19 contained-a'rruoaliysi;s'.if weepageefrom the water bodies and proposed design groundwater levels above the maximum predicted levels.

The SER for Palo Verde 4 and 5 states that the staff has not completed the review of the analyses establishing the design basis groundwater level,.for. those, two units.

The Palo Verde 4 and 5

PSAR Amend-ment 2 contained a'eepage analysis and documentation of groundwater levels similar to that presented for Units 1, 2, and 3.

~ Summar of tPteetin II Concerning Units 1, 2, and 3, the staff informed the applicant that the proposed design basis groundwater levels appeared to be conservative, but that'he higher levels would "require additional review of liquefaction potential.

The applicant has submitted a reanalysis of liquefaction potential based on the new groundwater levels.

The applicants are anxious to begin construction of the 80-acre water storage reservoir.

Concernipg. Units 4 and 5, the staff stated that the margin between, the maximum~predicted and the design basis groundwater levels was much less that that for Units 1, 2, and 3, and that more justification of the proposed. levels would.be required.

In addition, once the groundwater levels are 'established.

the liquefaction potential will have'to be 'reverified.

o <q The applicant and his consultants made a presentation that included a, review of the site geology, the laboratory and field tests conducted to determine permeability, the seepage

model, and the sensitivi't1y of the model results to various input parameters.

Several types of additional information were discussed as possible means to justify the conservativeness of the predicted water levels for.Units 4 and 5.

These included:

a subm6'sion of the results of the sensitivity studies, a description of the model verification, an explain nation of the deletion of some pumping test results, an explanation of the sensi(ivity'f, the analysis results to the level of impermeable geologic interfaces, a d,iscussion of the planned 'operation of., the evaporation ponds (i.e. which ones are to be used first), a description of the planned elevations of the evaporation 'ponds, the possibility of providj;jg a liner for pond(s). closet to Unit 5, and the planned monitoring of groundwater

,,levels.,

Concerning liquefaction, the applicant's consultants presented a summary of their anqlysis which used Seed's blowcount, method.

The staff and the applicants discussed the analysis incl)')ing matters such as appropriate safety factors when using the blowcount method, results: of laboratory tests that support the blowcount analysis results, and the difficulty,

.in obtaining undisturbed field samples.

Conclusion

'he applic'ants will consider the information discussed'nd will submit additional justification for the 'gr'oundwater levels at Palo Verde, 4 and 5.

The-staff will complete their review of liquefaction for Palo Verde 1, 2.

and 3 and will inform the applicant of the results'.
