Dear Mr. Taylor:

By letters dated February 17, 1993, February 11, 1994, December 21, 1994, December 23, 1994, March 23, 1995, March 29, 1996, June 20, 1996, July 29, 1996, August 23, 1996, October 17, 1996, March 27, 1997, and May 1, 1997, you responded to GL 92-08, "Thermo-Lag 330-1 Fire Barriers," dated December 17, 1992. You also responded to our follow-up requests for additional information dated December 22, 1993, September 23, 1994, December 23, 1994, October 6, 1995, June 26, 1996, and March 17, 1997.

We have reviewed your letters. Your responses indicated that you took the following corrective actions:

~ Cable tray 3088 and conduit XX-7177A You submitted a deviation request (which we approved) for using Rockbestos Firezone R-rated cable to replace portions of the safe shutdown circuits requiring protection to meet the requirements of Appendix R to 10 CFR Part 50. You completed the installation of the 1hour Firezone cable during refueling outage 10 (1 0/97).

~ Nuclear Instrumentation (Nl) Boxed Enclosure You modified the existing NI circuits to meet the requirements of 10 CFR Part 50 Appendix R without relying on Thermo-Lag 330-1. You also rerouted the cables to meet separation criteria. This action was also completed during refueling outage 10 (10/97).

~ Conduits VUL21A This Thermo-Lag 330-) barrier was identified to be outside the scope of GL 92-08 since it (g~

You also installed a 1-hour fire rated Gypsum board enclosure to maintain adequate circuit separation requirements for the heating, ventilation, and air conditioning system water chiller C transfer switch.

You also indicated that you replaced the Thermo-Lag 330-1 fire barriers installed at the facility for Appendix R related electrical circuits with an alternative means of protection. Accordingly, we conclude that. there are no cable ampacity derating issues due to application of Thermo-Lag fire barrier at the V. C. Summer plant. The enclosure contains our ampacity derating issues safety evaluation and conclusions.

Your February 2, 1998, letter indicated that you have implemented all corrective actions to resolve the Thermo-Lag issues at V. C. Summer.

Based on this, we have determined that you have provided the information requested in GL 92-08, and the actions tracked by NRC TAC No.

M85610 are complete.
