NRC INSPECTION REPORT NO. 50-397/99-05
Dear Mr. Parrish:
This refers to the special inspection conducted on June 7-11, 1999, at the Washington Nuclear
Project-2 facility. The purpose of this inspection was to followup on the operations corrective
action program related to operator control board awareness
and critical parameter identification
and trending. The enclosed report presents the <<esults of this inspection.
In NRC Plant Performance Review letter of March 19, 1999, the NRC identified continuing
concerns with corrective actions not being effective in improving the operator's response to
nonroutine events and stated that a regional initiative inspection in this area was planned.
During this special inspection, the inspectors verified that your operations corrective action
program is addressing the aforementioned issues.
The inspectors concluded that while
operator performance is improving, continuing improvement is heeded to achieve your
expectations for level of performance.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and its
enclosure willbe placed in the NRC Public Document Room (PDR).
