UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 2055~001 1.0 By letter dated December 30, 1981, Washington Public Power Supply System committed to develop a surveillance program for safety relief valves similar to that being developed by the BWR Owner's Group. This commitment, related to the requirements of Item II.K.3.3 of NUREG-0737, "Clarification of TMIAction Plan Requirements," was referenced in NUREG-0892, "Safety Evaluation Report related to the operation of WPPSS Nuclear Project No. 2," stating that the primary objective was to gather data to identify generic safety relief valve problems.
Data related to abnormalities ranging from minor wear observed during normal inspection to complete failures were to be reported to General Electric Nuclear Energy Corporation on a quarterly basis.
By letter dated November 29, 1995, the BWR Owners'roup (BWROG) requested that the NRC approve a proposal to close the post-TMI commitment for 10 near-term operating license (NTOL) plants to report BWR safety relief valve (SRV) in-service performance data on a quarterly basis to the NSSS supplier (GE Nuclear Energy). WNP-2 was one of the plants included in the request.
The BWROG also provided to the NRC results of the in-service performance of the SRVs at the subject plants over an operating period from 1985 to 1994 and also recommended that each utilitycontinue to maintain its own records of in-service SRV performance.
Based on the staffs review of the evaluation results submitted by the BWROG, it concluded that the performance of the SRVs at the 10 plants has been generally acceptable and found the proposal to eliminate this commitment to be acceptable as reflected in a June 25, 1996, letter from David Matthews, NRC, to Kevin Donovan, Centerior Energy.
In the staffs letter it was stated that each licensee for the 10 plants must request a specific closure for this post-TMI commitment using the June 25, 1996, letter as a reference.
2.0 In accordance with staff guidance, WPPSS submitted a letter dated January 14, 1997,
. requesting the closure of this post-TMI commitment to report BWR safety relief valve in-service performance data to GE Nuclear Energy for WNP-2.
In this letter, the licensee referenced the NRC's generic approval documented in the June 25, 1996, letter.
In addition, the licensee stated that it would continue to monitor SRV performance internally.

i 9<~~~IDVKk Based on the staffs review of the performance of these SRVs at WNP-2 and the other nine BWRs as discussed in the BWROG letter dated November 29, 1995, the staff finds it acceptable for WPPSS to discontinue its quarterly reporting of SRV in-service performance data and that this action is not inconsistent with the TMIAction Plan requirements.
The staff understands that WPPSS willcontinue to monitor the performance of these valves and will maintain records thereof. These records should be retrievable and should be made available for future NRC inspections and audits ifrequested.
