SUBJECT:

NRC INSPECTION REPORT 50-397/97009 AND NOTICE OF VIOLATION

Dear Mr. Parrish:

An NRC inspection was conducted April 13 through May 24, 1997, at your Washington

Nuclear Project-2 (WNP-2) reactor facility. The'enclosed

report presents the scope and

results of that inspection.

During the inspection period, your conduct of licensed activities at WNP-2 was generally

characterized

by safety-conscious

operations

and maintenance

and good radiological

control practices.

One violation was identified during our review of Licensee Event

Report 94-04.

Specifically, it was concluded that Technical Specification action

requirements

were not followed when your staff determined that two main steam drain line

isolation valves were inoperable.

The recent engineering evaluation of past operability of

these valves was identified by the NRC to be weak in that all possible break locations had

not been considered

indicating a need for more thorough engineering

analyses.

In two instances we note that contractor control was inadequate

when work was

performed on an incorrect emergency diesel generator (although already out of service) and

a craftsman and a supervisor failed to understand

foreign material control provisions in

administrative procedures.

We noted past issues with the control and oversight of

contractors

in the adjustable speed drive work activities.

Your continued attention to

contractor oversight is encouraged.

The violation is cited in the enclosed

Notice of Violation (Notice) and the circumstances

surrounding this violation are described

in detail in the enclosed report.

The NRC has

concluded that information regarding the reason for the violation, the corrective actions

taken and planned to correct the violation and prevent recurrence

are already adequately

addressed

on the docket in the enclosed

inspection report.

Therefore, you are not required

to respond to this letter unless the description therein does not accurately reflect your

corrective actions or your position.

In that case, or if you choose to provide additional

information, you should follow the instructions specified in the enclosed

Notice.

In accordance

with 10 CFR 2.790 of the NRC's "Rules of Practice,"

a copy of this letter,

its enclosures,

and your response

will be placed in the NRC Public Document Room (PDR).
