SUBMITTAL INTERNAL EVENTS
Dear Mr. Parrish:
On November 23, 1988, the NRC issued Generic Letter (GL) 88-20,
" Individual Plant Examination for Severe Accident Vulnerabilities 10 CFR 50..54(f)."
Supplements 1 and 2 to this GL were issued on August 29,
- 1989, and April 4, 1990, respectively.
By letter dated July 27,
By letters dated August 7,
- 1995, and Augu'st 12, 1996, the staff requested additional information to which you responded by letters dated October 20,
- 1995, and September 12,
- 1996, respectively.
The NRC staff performed a "Step 1" review, during which it examined the IPE results for their "reasonableness,"
taking into consideration the design and operation of WNP-2.
Science
& Engineering Associates, Inc.,
Concord Associates, and Scientech, Inc., our contractors, reviewed the front-end analysis, human reliability analysis, and back-end analysis, respectively, of the IPE submittal.
Their technical evaluation reports (TERs) are attached as Appendices A, B, and C, respectively, to the enclosed safety evaluation (SE).
Based on our review, we have determined that you have met the intent of GL 88-20.
- However, the staff found weaknesses in the human reliability analysis for the WNP-2 IPE that may limit its use for regulatory purposes that are sensitive to human error analysis.
The details of our review are contained in the enclosed safety evaluation and attached TERs.
