SUBJECT: NRC INSPECTION REPORT 50-397/96-09 RETRACTION AND REISSUANCE
Dear Mr. Parrish:
The purpose of this letter is to retract NRC Inspection Report 50-397/96-09 dated
November 5, 1996, and reissue
a revised version effective this date.
This report
documented
an evaluation of applicants for operating licenses.
This revised report is being
issued to reflect substantially different perspective
on much of the draft examination
submitted by your staff. Since the report was originally issued, an internal NRC audit has
indicated that the report did not provide sufficient detail regarding the NRC identified
problems with the draft examination submittal.
Additionally, the NRC's audit indicated that
the NRC's quality standards
were not sufficiently applied relative to the review of the draft
examination material.
As a result of the chaIIges required to the report to incorporate the lessons learned from
this internal audit, we are reissuing the inspection report in its entirety.
The substantive
changes
are reflected in Sections 04.1, 04.2, and 04.3 and relate to draft examination
'quality comments not reflected in the original report, or were identified since the report
was issued.
Attachment 3 to the original report is not included in this reissuance
and
should be retained.
Overall, the proposed written examination was adequate,
but there were too many test
items of insufficient discriminatory vylue to be considered
a high quality product.
Similarly,
too many of the administrative and system questions
on the operating test were of low
discriminatory value.
Finally, the integrated operating portibn of the operating test had
significant deficiencies.
Many of these comments were identified during examination
preparation
and your staff cooperated fully in upgrading the examinations before
administration.

In summary, the draft examinations originally submitted by your staff were not adequate
for administration.
While we found, even after our internal audit that the examinations,
as
administered,
met 10 CFR Part 55 content requirements,
future submittals must be of
higher quality for administration and conform to the guidance
in NUREG-1021 in order to
avoid potential delays in examination administration.
