hy Federal Emergency Management Agency Region X 130 228th Street, Southwest Bothell, WA 98021-9796 December 18, 1996 Leonard J. Callan, Regional Administrator U.S. Nuclear Regulatory Commission, Region IV 611 Ryan Plaza Drive,- Suite 400 Arlington, TX 76011-8064
Dear Mr. Callan:
Enclosed is a copy ofthe final report for the September 25, 1996, plume.~~sure pathway exercise of the offsite radiological emergency response plans for Washington Nuclear Plant No. 2 (WNP-2). The report also contains the results ofout-of-sequence drills in which biennial exercise requirements were demonstrated.
The State ofWashington and the Washington Counties ofBenton and Franklin fully participated in the exercise and the State ofOregon partially participated.
There were no Deficiencies identified during the exercise or related drills. There were, however, twelve Areas Requiring Corrective Action (ARCA)identified. FEMARegion Xstaffwillmonitor the status ofcorrective actions for the twelve ARCAs as well as the other ARCAs that remain open Rom previous WNP-2 drills and exercises.
Based on the results ofthe September 25, 1996, exercise, the offsite radiological emergency response plans and preparedness forthe States ofOregon and Washington and affected local jurisdictions, site-specific to WNP-2, can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken to protect the health and safety ofthe public in the event ofa radiological emergency at WNP-2. Therefore, our approval ofthe State and local government WNP-2 radiological emergency response plans under the Radiological Emergency Preparedness (REP) program remains in effect.
Ifyou should have any questions, please contact Larry Moore, Training, Exercise, and Evaluation Team Leader, at (206) 487-4743.
Sincerely, David L. de Courcy Regional Director Enclosures cc: List Enclosed 970i i40084 970f O'P PDR ADQCK 050003'V7 F
