NRC INSPECTION REPORT 50-397/96-21
Dear Mr. Parrish:
An NRC inspection was conducted September
15 through October 26, 1996, at your
Washington Nuclear Project-2 reactor facility. The enclosed report presents the scope and
results of that inspection.
Areas examined during the inspection are identified in the report.
Within these areas, the
inspection consisted of selective examinations of procedures
and representative
records,
interviews with personnel,
and observation of activities in progress.
The results of this
inspection are documented
in the enclosed report.
During the 6-week period covered by this inspection period, your conduct of activities at
the WNP-2 facility was generally characterized
by safety-conscious
operations, sound
engineering and maintenance
practices, and appropriate radiological work controls.
Operator response to several off-normal events was prompt and conservative.
Please note that Section 08.1 of the enclosed report closes
a violation cited in previous
NRC Inspection Report 50-397/94-19 for which NRC inadvertently failed to respond to
your Letter G02-94-203, dated August 29, 1994, denying the violation. As stated in
Section 08.1, NRC believes the violation was valid and we consider this matter closed
based on our review of your actions.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of this letter
and its enclosure will be placed in the NRC Public Document Room (PDR).

them with you.
