REVISED SAFETY EVALUATION FOR APPROVAL OF TOPICAL REPORT FTS-131, "APPLICATIONS TOPICAL REPORT FOR BWR DESIGN AND ANALYSIS," FOR THE WASHINGTON PUBLIC POWER SUPPLY SYSTEM (WPPSS)

Dear Mr. Parrish:

By letter dated October 12,

1994, we issued a safety evaluation (SE) that approved FTS-131 with seven conditions.

By [[letter::GO2-95-169, Documents Util Understanding of Conditions Specified in NRC SER for TR WPPSS-FTS-131, Applications TR for BWR Design & Analysis,|letter dated August 28, 1995]], the Supply System documented its understanding of certain conditions in the SE.

Following a conference call on September 15, 1995, the Supply System provided by letter dated December 21, 1995, additional information to address SE condition six.

The additional information provided the basis for the Supply System's conclusion that the water level model used for analyses using the methods in FTS-131 was conservative compared to Siemens Power Corporation (SPC) methods for significant reactor vessel level transients.

We have completed our review of the additional information.

Our evaluation is provided in the enclosed amendment to the original SE.

The staff has concluded that the licensee adequately demonstrated that the water level prediction for feedwater controller failure transient is conservative when compared to that predicted by SPC.

The staff therefore is removing limitation and restriction six from the original SE and by extension, is removing limitation and restriction four from the technical evaluation report provided by the staff's contractor.

This completes our work on TAC No. M94055.
