SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP)

(NRC INSPECTION REPORT 50-397/94-09)

The NRC SALP has been completed for Washington Nuclear Project 2

(WNP-2) covering the period from March 1,

1993, through March 31, 1994.

This SALP was conducted under the revised SALP process implemented by the Nuclear Regulatory Commission (NRC) on July 19, 1993.

A meeting to discuss this report with you and your staff has been scheduled for May 12, 1994, at the Washington Public Power Supply System headquarters office in Richland, Washington.

During this meeting, you are encouraged and expected to candidly discuss any comments you may have regarding our assessment.

While this meeting is considered to be a presentation and discussion forum between the Washington Public Power Supply System and the NRC, the meeting will be open to any other interested parties as observers.

In accordance with NRC policy, I have reviewed the recommendations resulting from the SALP Board assessment and concur with the ratings and views.

The areas of Plant Operations, Maintenance, and Plant Support were assigned Category 2 ratings, reflecting good performance.

The area of Engineering received a Category 3 rating, reflecting adequate performance.

Viewed as

a. whole, we recognize that the Supply System has implemented a

number of improvement initiatives and consider that the overall performance at WNP-2 has improved.

Your actions to place managers with previous experience in successful nuclear power plant operation in key positions is particularly noteworthy.

Your management team has set higher standards of performance, and progress in achieving those new standards is evident.

Nonetheless, we conclude that considerable challenges continue to face the Washington Public Power Supply System.

Procedural adherence continues to be a weakness in several functional areas.

In the Engineering

area, there were examples where the technical response to emerging issues was slow, of poor quality, or lacked thoroughness.

Licensing

'ubmittals have generally been weak.

While there have been a number of examples of Engineering identifying and promptly resolving issues, technical 9405ll0108 940504'"

Washington Public Power Supply System to emerging issues should be consistently prompt and thorough.

In the Maintenance

area, procedural adherence, supervisory oversight, and control of work warrant. additional attention.

In the Operations

area, operator watchstanding and response to abnormal indications need improvement.

The SALP Board also concluded that your programs for self-assessment have not been'sufficiently involved in identifying areas where your improvement initiatives are not fully effective.

Although there were examples where Quality Assurance (QA) audits and surveillances were thorough and in-depth, QA did not appear to have a significant role in raising the level of performance, particularly in the Engineering and Maintenance areas.

In general, your oversight organizations and review groups need to be more demanding and critical.

In accordance with Section 2.790 of the NRC's "Rules of Practice,",Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and the SALP report will be placed in the NRC's Public Document Room.

Should you have any questions concerning the SALP Report, we would be pleased to discuss them with you.

Please provide a written response within 30 days addressing the weaknesses identified in the Engineering area.
