NRC INSPECTION REPORT
NO. 50-397/94-01
This refers to the inspection
conducted
by Hr. John Russell of this office and
the inspectors identified in the enclosed report on February 7,
1994 through
February
18,
1994, of activities authorized
by NRC Operating License
No. NPF-
21,
and to the discussions
of findings held by the inspectors with
Nr. G. Smith and other members of the Supply System staff on February
18,
1994, at the conclusion of the inspection.
The inspection consisted of an in-depth review of a sample of your Emergency
Operating
Procedures
(EOPs)
and follow-up of previous
NRC deficiencies
associated
with your EOPs.
The inspection included
a desk-top review at
Region Y, February
7 through ll, and
an on-site inspection,
February
14
through 18.
Based
on the sample of the
EOPs reviewed the inspectors
concluded that your
EOPs were satisfactory to mitigate events.
The
appeared
to be much
improved over the previous version examined
by the
NRC.
However, the
inspectors
observed that
some emergency
support procedures,
while adequate,
appeared
to need further review by your staff for consistency
and ease of
performance.
Your EOP programmatic controls were also found adequate,
with one notable
exception.
The graphics display system
(GDS)
had not been updated to be
consistent with the phase II EOPs.
The errors in 'the graphics display system
did not appear to affect proper implementation of EOPs,
but did show the need
to assign responsibility for updating the
GDS software.
Although the inspection concluded that your
EOPs were much improved,
some
specific concerns
were identified and are explained in the enclosed report.
We request that you address
each of these
concerns
and, if appropriate,
provide
a timetable for any corrective action in a letter to be sent within
thirty days of receipt of this report.
During our review of your response
to the
NRC inspection of EOPs conducted in
July and August,
1991,
our staff observed that
some previous plans for
corrective action had changed.
While we did not identify'ny significant

problems with these
changes,
we request
you submit
a letter to further clarify
actions
you took in response
to the
1991
NRC inspection for our review.
Submitting this information in a letter was agreed to by your staff during the
exit meeting
on February
18,
1994.
In accordance
with '10 CFR 2.790(a),
a copy of this letter, the enclosure,
and
your response will be placed in the
NRC Public Document
Room.
The responses
requested
by this letter are not subject to the clearance
procedures of the Office of management.,and
Budget
as required
by the Paperwork
Reduction Act of 1980,
Pub.
L.96-511.
