This letter refers to the routine announced

inspection

conducted

by Hessrs.

C. Clark,

H. Payne

and H. Tschi ltz of this office on Nay 24 through Hay 28,

1993, of activities authorized

by

NRC Operating

License

No. NPF-21.

At the

conclusion of the inspection,

on Hay 28,

1993,

the inspectors

discussed

the

findings with Hr. J.

Baker and other members of your staff.

Areas

examined during this inspection

are described

in the enclosed

inspection

report.

Within these

areas,

the inspection consisted of selective

examinations of procedures

and representative

records,

interviews with

personnel,

and observations

by the inspectors.

Based

on the results of the inspection,

certain of your activities appeared

to

be in violation of NRC requirements,

as specified in the enclosed

Notice of

Violation (Notice).

The two examples for the violation involve:

disassembly

of an underwater

camera inside the refueling floor Foreign

Haterial Control

Boundary contrary to your procedure.

The camera parts

were observed to be uncontrolled

and unattended

on the floor.

Disassembly

outside the Foreign Haterial Control

Boundary

was possible.

o

failure to follow your procedure

requirements

for logging of tool serial

numbers for accountability of tools brought into a Foreign Haterial

Control

Boundary.

This violation is

a repeat of violation 50-397/92-14-03

issued

June

30,

1992,

in NRC inspection report 92-14.

You are required

to respond

to this letter and should follow the instructions

specified in the enclosed

Notice when preparing your response.

In your

response,

you should

document the specific actions

taken to prevent repetitive

violations and any additional actions

you plan to prevent recurrence.

After

reviewing your response

to this Notice, including your proposed corrective

actions

and the results of future inspections,

the

NRC will determine whether

further

NRC enforcement

action is necessary

to ensure

compliance with NRC

regulatory requirements.
