This refers to the special

inspection

conducted

by Messrs.

W. P.

Ang and

D. L. Proulx of this office on October

5 through 21,

1992 of activities

authorized

by

NRC Operating License

No. NPF-21,

and to the discussion'f

findings held by the inspectors with Nr. J.

Baker and other members of the

Supply System staff at the conclusion of the inspection.

The special

inspection

was performed to follow up issues identified by the

NRC Augmented

Inspection

Team that reviewed your actions relating to the

WNP-2 August 15,

1992 core oscillation event.

Areas examined during this inspection consisted solely of problems associated

with the above mentioned

power oscillation event.

The inspection

included

selective

examinations of procedures

and representative

records,

interviews

with personnel,

and observations

by the inspectors.

Based

on the results of this inspection, five apparent violations were identi-

fied,

and are being considered for escalated

enforcement

in accordance

with

the "General

Statement of Policy and Procedure for NRC Enforcement Actions"

(Enforcement Policy),

10 CFR Part 2, Appendix C.

These

apparent violations

indicate deficient management'versight

of and sensitivity to core stability

at the Supply System,

and inadequate

response

to industry experience.

In view

of the escalated

enforcement

being considered,

a Notice of Violation is not

presently being issued for these

inspection findings.

In addition,

please

be

advised that the number

and characterization

of the apparent violations

described

in the enclosed

inspection report

may change

as

a result of further

NRC review;

An enforcement

conference

to review the apparent violations has

been scheduled

for November

10,

1992.

The purposes

of this conference

are to discuss

the

apparent violations, their causes

and safety significance;

to provide you the

opportunity to point out any errors in our inspection report; to provide

an

opportunity for you to present your proposed corrective actions;

and to

discuss

any other information that will help us determine the appropriate

enforcement

action in accordance

with the Enforcement Policy.
