Sorensen to NRC, "Simulator Certification" The Washington Public Power Supply System (Supply System) in accordance with the requirements of 10 CFR 55.45 (b)(1)(ii), (b)(3) and (b)(5) submits the initialcertification report for its Nuclear Plant No. 2 (Wl6'-2) operator training simulator.
U.S. Nuclear Regulatory Commission (NRC) Form 474 "Simulation Facility Certification" is enclosed to certify that the WNP-2 simulator has been evaluated in accordance with the Nuclear Regulatory Commission's requirements for a plant-referenced simulator.
In Reference 1, the Supply System was granted an exemption from the requirements of 10 CFR 55.45 (b)(2)(iii)allowing for the submittal of Form NRC-474 after the March 26, 1991 deadline provided in the rule, but no later than June 30, 1992.
This certification has been prepared in accordance with the subject Federal Regulation, the Nuclear Regulatory Commission's Regulatory Guide 1.149 and its reference ANSI/ANS-3.5 (1985) National Standard for Nuclear Power Plant Simulators for Use in Operator Training. Our submittal includes the completed NRC Form 474 and supporting documentation.

Per our communications, it was determined to certify the current simulator and, at a later date, submit a replacement certification for the new WNP-2 simulator now under construction.
